A surprise announcement by then prime minister Tony Blair in 1998 led to the creation of a new senior clinical role - the nurse consultant.

Since then, the development of the role has been patchy and dependent largely on short-term funding and individual, rather than organisational, commitment. Even now, evidence in support of the role and how it should be used is sparse.
